I have been beating my head against the wall for about a year with a VISIO 2007 start-up problem. I also had prior installed Office 2010 Professional on the same Windows 7 SP1 machine. I tried all mentioned registry hacks and file associations mentioned in this and other threads, but nothing helped.
I have quite the mixed setup with Office 2013, SharePoint Designer 2010, and Visio 2007. The registry settings mentioned above didn't exist so I gave uninstalling KB2767916 which had even been updated in August 2015 on my system. Uninstalling that update fixed the issue.
